Donalds Highlights Opponent's Shifting Stances in Tightening Florida Gubernatorial Contest

In the escalating Florida gubernatorial contest, Republican congressional representative Byron Donalds is actively challenging his Democratic opponent, David Jolly, over what he characterizes as significant shifts in political positions and party affiliation. This line of attack notably echoes themes from the 2016 congressional race, in which Jolly, then a Republican, criticized former governor Charlie Crist, then a Democrat.

Reflecting on that 2016 campaign, Jolly had openly questioned Crist's consistency, stating, "You were pro-choice, then you were pro-life, then you were pro-choice. It was only after you switched parties that you switched your position. This was not a matter of conviction for you; it was for political convenience." A decade later, Jolly, now a Democrat vying for the governorship, faces similar accusations regarding his own alleged changes in stance, with critics suggesting these shifts are for political advantage in his current race against Donalds.

Evolving Stances on Key Policy Issues

Jolly's evolving positions span several critical policy areas, including abortion rights, immigration, and offshore energy exploration.

Regarding abortion, Jolly's historical record as a Republican indicated a belief that "life begins at conception." During his time in Congress, he sponsored legislation to cut funding for Planned Parenthood and co-sponsored measures related to fetal personhood. He also supported a federal ban on abortions after 20 weeks. However, as a Democratic gubernatorial candidate, Jolly now identifies as "pro-choice," advocates for codifying the protections of Roe v. Wade into law, and has stated he would veto any legislation restricting abortion access if elected governor.

His views on immigration have also undergone a notable transformation. Florida has consistently voted for Donald Trump by considerable margins in the last three presidential elections, with immigration policy being a significant factor for many voters. As a Republican, Jolly campaigned on strengthening border security, supported more stringent screening for refugees from Syria and Iraq, and voted in favor of the American SAFE Act. Today, he articulates a belief that the United States should maintain "wide gates" for individuals seeking employment or asylum. He now contends that crossing the border without legal status should not necessarily be classified as a crime under such circumstances and has described any Republican attempts to link immigration with crime as "gross," "immoral," and "wrong."

Affordability remains a primary concern for voters, and Donalds has also pointed to Jolly's record on healthcare as another instance of inconsistency, questioning his credibility on the issue. Donalds commented, "When David Jolly was in Congress, he opposed Obamacare. Now trying to run for governor he wants to expand Obamacare in Florida. I mean, these are just some of the complete shifts that we've seen in what he stands for."

Offshore Drilling and Lobbying Controversy

Another area of contention highlighted by Donalds involves Jolly's activities following the devastating Deepwater Horizon oil spill. This environmental disaster led to oil and tar balls contaminating approximately 178 miles of Florida's coastline, resulted in an estimated loss of 1.88 million planned recreational visits in northwest Florida, and inflicted an economic toll of $1.3 billion in visitor spending, $2.04 billion in overall economic output, and over 20,000 job-years for the region.

Within a year of the spill, Jolly's lobbying firm, Three Bridges Advisors, represented a client that publicly endorsed legislation potentially expanding offshore drilling in the Gulf of Mexico. The firm's 2011 lobbying activities for the Free Enterprise Nation, which supported H.R. 909, known as the Roadmap for America’s Energy Future, listed this bill among its subjects. Jolly himself authored an article on the group’s website affirming that Free Enterprise Nation was "advocating for" the legislation.

While Jolly has asserted he "never lobbied for offshore drilling," PolitiFact evaluated this claim as "Mostly False." Their findings indicated that Jolly acknowledged attending a meeting where the bill was discussed, an activity that, according to lobbying experts, technically constitutes lobbying.

Campaign Trail Dynamics and Outlook

Current polls suggest a tightening race, with the RealClearPolitics average indicating Donalds holds approximately a 4-point lead. The candidates are also at odds over debate scheduling. Donalds has accepted three proposed debates, while Jolly, after initially agreeing to two other debate invitations, has since stated he will not participate in any debates this election cycle.

On the campaign trail, Jolly has launched his own criticisms against Donalds on various fronts. His primary focus has been on data centers and portraying Donalds as a candidate more preoccupied with partisan "culture-war battles" than with addressing Florida's escalating housing, insurance, and healthcare costs. Jolly aims to become the first Democrat to win a gubernatorial race in Florida since Lawton Chiles secured re-election in 1994.

Donalds summarized his critique of his opponent, stating, "What you find with David Jolly is somebody who's done a complete 180 simply to run for office again and to gain relevance again and the people of Florida simply cannot trust David Jolly because we cannot afford David Jolly’s flip-flopping when it comes to the great state of Florida."
